The few HF readers that I know that can read at 1m (I would say that there are 5 different ones worldwide that can do this) use Helmholtz antenna configurations with a diameter of around 70cm (this is physically limited), hand-picked large tags and readers the size of shoe boxes. Price for such readers is definitely above 1kEUR,...
